Is there a tool or command in Photoshop that makes the text you are writing selectable even after you have converted the PSD into a picture like a png or gif? Is there a simple way that web designers accomplish this task because it would be a neat feature.

you can't change text type or size...but you can change the color of the text by selecting it with any tool such as magic wand,then hit ctrl+u to change the color.

no you can't - the only option would be to feed the image into an OCR program.
If you flatten the PSD file, you can select the text with Select by color option. Increase/decrease the selection tolerance if you need.
You can also select manually the text or create paths and export them.
