ok im doing my homework using photoshop and i kinda want this seethru watermark kind of effect with my background....the problem is... i dont know how to do that.so someone please help?

Your bottom layer (background or the layer just above it) should hold the image you want to be the watermark. Just adjust the transparancy in the layers pallete to what looks good to you... I usuallly go around 30%.
You can also adjust the opacity of the brush tools, should you wish to do it that way.

Create another layer, put (or draw) your graphic on that, then set that layer to a transparency value of like somewhere between 5-25, whatever looks best to you.
(This layer will have to have another layer underneath it.)
